$545M SEQ Dam Repair Plan Moves into Delivery

Queensland has committed $545 million over six years to a new South East Queensland Dam Repair Plan, with major construction already underway at North Pine Dam and Lake Macdonald Dam.
A further $10 million has been allocated for Seqwater to investigate potential locations for a future South East Queensland dam.
For contractors and suppliers, the immediate opportunity is not the unidentified future dam. It is the substantial specialist engineering, concrete, anchoring, geotechnical and civil work already moving through delivery at two existing assets.
Two major dam packages already under construction
The first priorities under the plan are North Pine Dam near Petrie and Lake Macdonald Dam near Cooroy.
Seqwater says it is delivering its largest capital-investment program to date, covering dam safety, water reliability, treatment infrastructure and expansion of the South East Queensland Water Grid.
The two dam projects involve very different engineering approaches:
- North Pine Dam: major anchoring and structural-strengthening works; and
- Lake Macdonald Dam: demolition and replacement of the spillway, reconstruction of embankments and new outlet infrastructure.
North Pine Dam anchor program
SRG Global Civil has been appointed to deliver the initial strengthening works at North Pine Dam.
The package includes installation of 54 post-tensioned anchors drilled vertically from the dam crest into the foundation rock.
The anchors range from approximately 39 to 101 metres in length and use nearly 246 kilometres of high-tensile steel strand.
Seqwater says the anchoring system will provide approximately 75,000 tonnes of effective stabilising weight to strengthen the structure during extreme weather events.
The works are expected to continue into late 2026, subject to weather and site conditions.
Lake Macdonald Dam wall and spillway replacement
Construction is also underway on the Lake Macdonald Dam Improvement Project, with John Holland appointed as the principal contractor.
The confirmed scope includes:
- a temporary upstream cofferdam;
- demolition of the existing spillway;
- a new split-level concrete spillway;
- an upper labyrinth spillway for major flood events;
- reconstruction of the existing earth embankments;
- ground improvement beneath the new embankments;
- new outlet works;
- environmental-release infrastructure; and
- site rehabilitation and fish-protection measures.
The temporary cofferdam was completed in April 2026, allowing demolition and major structural construction to progress in a controlled work zone.
Opportunities for contractors and suppliers
Dam upgrades of this complexity can require a highly specialised supply chain supported by a much broader civil and industrial contractor base.
Relevant capability areas could include:

- geotechnical drilling and investigation;
- post-tensioned anchor installation;

Temporary operating levels will be restored
The government announcement describes Lake Macdonald as being restored from approximately 39 per cent to full supply and North Pine from approximately 54 per cent to full supply.
Those figures require context.
Both dams have been operating at temporarily reduced levels to support construction and manage safety during the improvement works. The projects are intended to allow the dams to return to their approved full-supply operating levels after the required strengthening and replacement works are completed.
The figures should not be interpreted as the projects physically doubling the original designed storage sizes of the dams.
$10 million search for a future dam site
Seqwater has also been tasked with investigating possible locations for a future South East Queensland dam.
The government has allocated $10 million to begin this work, but no final site, delivery timetable or construction budget has been announced.
For contractors, the near-term opportunities associated with this investigation are more likely to involve:
- strategic planning;
- hydrology and catchment studies;
- geotechnical investigations;
- surveying and mapping;
- environmental assessments;
- land and planning studies;
- water-demand modelling;
- options analysis; and
- economic and constructability assessments.
Major construction should not be assumed until a site is selected, approvals are progressed and funding is committed.
A specialist-capacity challenge
The North Pine and Lake Macdonald projects are being delivered alongside planning for upgrades at Somerset and Wivenhoe dams and other major Queensland water projects.
This could create pressure on the availability of specialist dam engineers, anchor installers, geotechnical drilling crews, heavy cranes, experienced concrete teams and dam-monitoring specialists.
The demand is likely to extend beyond head contractors to regional materials suppliers, equipment providers, transport operators and site-service businesses.
