Brisbane major-venue procurement

John Holland and BESIX Watpac have become the sole team progressing to final contract negotiations for Brisbane Stadium.

Brisbane Stadium has reached a material procurement milestone, with the John Holland–BESIX Watpac joint venture selected as the sole finalist to progress to final pricing and contract negotiations for the 63,000-seat venue at Victoria Park.

The decision narrows the main-build competition from the two joint ventures that entered Early Contractor Involvement in April 2026. Built–SACYR is no longer progressing, while John Holland and BESIX Watpac will now work with the Games Independent Infrastructure and Coordination Authority and the stadium design team to resolve the remaining commercial, design and construction-methodology details.

The project is already active on site, but the distinction between workfronts matters. BMD holds the early works package and is carrying out bulk earthworks and enabling works. The preferred-builder decision relates to the future main stadium build. It is not yet a final construction contract award.

Current position: preferred main-build partner selected; final pricing and contract negotiations remain ahead. GIICA’s public project page still places Brisbane Stadium in planning, design and early works, with main construction targeted from 2027.

Why this stage mattersThe head-contractor field has effectively narrowed to one team, which sharpens the commercial pathway for the main build. For suppliers, however, preferred-builder status should be treated as a signal to prepare — not evidence that subcontract packages have been awarded.

The stadium has moved from two-team ECI to a sole finalist

GIICA selected two multinational joint ventures in April 2026 for the Early Contractor Involvement phase: Built with SACYR, and John Holland with BESIX Watpac. The ECI process was intended to test construction methodologies, buildability, innovation, sequencing and cost certainty before the main delivery team was chosen.

On 30 September, John Holland and BESIX Watpac were announced as the sole team moving into the final stage of contract negotiations. ABC reported that the consortium will now work with the design team to finalise details and construction methodology, with contracts expected to be finalised in the new year and construction targeted to begin in 2027.

This is a significant procurement-stage change from BBI’s previous coverage of the stadium, which focused on early works and the two-team contractor race. It does not supersede the existing BMD early works package, and it does not mean the main works contract has already been signed.

BBI stage discipline: John Holland–BESIX Watpac is the preferred/sole finalist for the main build. Until GIICA confirms contract execution, BBI will not describe the consortium as having a final awarded main construction contract.

The delivery scope combines a 63,000-seat stadium with a large active early-works program

Delivery scope — the current earthworks package is separate from the future main stadium construction package.

GIICA’s current venue information describes Brisbane Stadium as a 63,000-seat oval venue at Victoria Park in Herston, with capacity for up to 70,000 people in concert mode. It is planned to host the Opening and Closing Ceremonies and athletics during the Brisbane 2032 Olympic and Paralympic Games, before transitioning into a long-term venue for AFL, cricket and major entertainment events.

The early works package is already shaping the site. GIICA says BMD’s program includes bulk earthworks, erosion and sediment controls, haul roads, semi-permanent fencing, stormwater drains, retaining walls and establishment of a logistics plaza. Those works are intended to prepare the ground and interfaces before the project transitions into the main stadium construction phase.

Design continues under the COX Architecture, Hassell and Azusa Sekkei team. GIICA has described the concept as a “stadium in the landscape”, using Victoria Park’s topography and a Queensland-oriented approach to shade, breeze, movement and public-space integration. Detailed design and constructability work will continue through the preferred-builder negotiations.

The contractor stack is becoming clearer, but responsibilities remain split across packages

The procurement picture now has several defined layers. GIICA is the venue-delivery authority and client. BMD is delivering the early works package, while GHD was appointed for early works design. COX, Hassell and Azusa Sekkei lead the principal architecture and stadium design. The John Holland–BESIX Watpac joint venture is now the preferred team for the future main build, subject to successful final negotiations.

That separation matters for contractors and suppliers trying to read the market. Current site activity should not be attributed to the preferred main builder where it sits within BMD’s early works scope. Likewise, future subcontract opportunities cannot be assumed to have transferred to the preferred team before the main contract and procurement structure are finalised.

John Holland and BESIX Watpac entered the ECI phase with substantial stadium credentials. GIICA previously highlighted John Holland’s involvement in projects including the MCG Great Southern Stand, Marvel Stadium and Sydney Football Stadium, while BESIX Watpac’s Queensland portfolio includes Suncorp Stadium, the Gabba and Queensland Country Bank Stadium.

The commercial signal is stronger, but subcontract packages are still a future watchpoint

Commercial position — the head-contractor pathway has narrowed, but supplier packages should be verified through official procurement channels.

For the Queensland construction market, the preferred-builder decision is important because it identifies the team most likely to shape the future main-build subcontracting strategy. Once negotiations conclude, the delivery team will need to convert detailed design and construction methodology into package structures, market engagement, tender sequencing and site delivery.

Potential capability demand is broad: major civil works, structures, building services, façade and roofing systems, fitout, vertical transport, temporary works, logistics, site services, specialist stadium technology, safety systems and commissioning all sit within the normal delivery envelope of a project of this scale. That is a capability lens rather than a list of confirmed tenders.

BESIX Watpac has recently highlighted the importance of subcontractors and suppliers as Queensland’s construction pipeline grows. BBI’s practical interpretation is that firms with stadium, complex-building or major-infrastructure experience should have capability statements, safety systems, financial capacity and delivery evidence ready — while waiting for the appointed delivery channels to define actual packages.

No package inference: preferred-builder status does not mean any subcontractor, supplier or consultant package is awarded unless GIICA, John Holland, BESIX Watpac or an authorised procurement platform confirms it.

Confirmed now versus the next project gates

Stage pathway — current early works continue while the preferred builder progresses final pricing and contract negotiations.

Confirmed now: John Holland and BESIX Watpac are the sole team progressing to final negotiations; BMD’s early works are underway; the stadium is planned for 63,000 permanent seats; design work is continuing; and GIICA’s public program places the project in planning, design and early works.

Next gates include completing commercial negotiations, executing the final main works contract, continuing site preparation and detailed design, locking construction sequencing and then transitioning into the main construction phase targeted for 2027.

What BBI will watch next

1. Final main works contract. The most important next milestone is GIICA confirming the executed contract with the preferred consortium, including any disclosed delivery model, contract value or commercial structure.

2. Package strategy. Watch for formal supplier registrations, expressions of interest, subcontract tenders or procurement briefings linked to John Holland–BESIX Watpac.

3. Design and cost certainty. Final negotiations are expected to refine methodology, buildability, program and pricing. Any material design or scope change will affect downstream work packaging.

4. Interface with BMD early works. The handover from earthworks and enabling works into the main construction program will be a critical delivery interface through 2027.

5. Program integration. Brisbane Stadium sits within the jointly funded $7.1 billion Games Venues Infrastructure Program, making interfaces with the broader Victoria Park precinct and Games delivery program commercially important.

Sources and verification

BBI reviewed the 30 September 2026 ABC report on the sole finalist, current GIICA Brisbane Stadium project information and early-works updates, GIICA’s April ECI shortlist announcement, the GIICA design update, and BESIX Watpac’s published ECI announcement. Where today’s preferred-builder status is reported ahead of GIICA’s indexed website update, BBI treats the consortium as preferred/sole finalist and not as the holder of an executed main works contract.
