Far North Queensland construction appointment

CPB Contractors and Hansen Yuncken have been appointed to the next stage of Cairns Hospital’s more than $1 billion expansion.

Queensland has named CPB Contractors and Hansen Yuncken as the joint-venture delivery team for the next stage of the Cairns Hospital precinct expansion, converting one of Far North Queensland’s largest public-building programs from a planning and procurement story into a defined contractor-led delivery program.

The appointment covers the new Health Innovation and Surgical Centre, the extreme-weather-rated rooftop helipad and design and enabling works for the multi-storey staff car park. The wider Stage 1 masterplan also includes a Health Management Hub and expanded hospital support services.

The Government says the overall Cairns Hospital program represents more than $1 billion of investment and is expected to support around 3,800 construction jobs. The contractor appointment is material, but the project-wide investment figure should not be read as the value of the CPB–Hansen Yuncken contract.

Current position: the delivery team is appointed, helipad early works are underway and other site works are expected before year-end. The main Health Innovation and Surgical Centre construction program is still scheduled around approvals, land acquisition and staged delivery through to 2031.

Why this passed the BBI gateThis is a named major-contractor appointment on a more than $1 billion regional infrastructure program, not a routine progress update. It materially changes who is delivering the next stage and creates a clearer commercial pathway into construction.

Queensland has moved the Cairns expansion from procurement into contractor-led delivery

On 15 September 2026, the Queensland Government announced that CPB Contractors and Hansen Yuncken had been appointed as part of a joint venture to deliver the next stage of the Cairns Hospital precinct expansion.

The fresh development is the contractor appointment itself. Earlier project information had already established the masterplan, the more than $1 billion investment envelope and the broad Stage 1 scope. Today’s announcement answers a more commercially significant question for the construction market: who has been selected to carry the principal delivery responsibility for the next stage.

The Government’s statement says the joint venture will deliver the Health Innovation and Surgical Centre by 2031, the extreme-weather-rated rooftop helipad in 2027, and design and enabling works for the multi-storey staff car park. It does not disclose an individual contract value for the joint venture, and BBI is not treating the project-wide $1 billion-plus investment figure as an awarded contract sum.

Stage discipline: the appointment is confirmed. The exact subcontract package structure, package values, tender dates and supplier opportunities are not yet publicly defined and should remain on the watchlist until released through authorised project or procurement channels.

Stage 1 combines a new surgical centre with a live-hospital infrastructure program

The Health Innovation and Surgical Centre is the core new clinical building

The new Health Innovation and Surgical Centre is planned to include at least 40 overnight beds, four operating theatres, 16 day-surgery spaces, a specialist outpatient department and spaces for clinical trials, simulation and training. It will connect into the existing hospital precinct rather than operate as a stand-alone greenfield facility.

The broader Stage 1 masterplan also includes a Health Management Hub, a staff multi-storey car park with about 950 spaces, the rooftop helipad on Block D and expansion of support services including medical imaging, pathology, pharmacy, sterilising and kitchen facilities.

This is therefore not simply a vertical building package. Delivery interfaces will run across active hospital operations, temporary access, utilities, services cutovers, logistics, infection and disruption controls, structural connections and commissioning of high-services clinical spaces.

Queensland Health separately records that Stage 1 building construction is expected to commence in late 2026, subject to land acquisition and approval of the Ministerial Infrastructure Designation. The main Health Innovation and Surgical Centre construction program is expected to run from 2027 to 2030, with commissioning and operation targeted for 2031.

The timing of the car park and Health Management Hub is intended to be coordinated around the surgical-centre program to manage construction-market capacity and disruption around the hospital campus.

The delivery pathway is already active, but not every Stage 1 element is at the same gate

Approval and delivery pathway

Helipad works are underway while the larger Stage 1 building program advances toward site mobilisation

The new extreme-weather-rated rooftop helipad is already in early works and is expected to become operational in 2027. The Government says other site works are expected to commence before the end of 2026.

For the larger Stage 1b program, Queensland Health has lodged a Ministerial Infrastructure Designation application covering the Health Innovation and Surgical Centre, Health Management Hub, staff car park and connecting links. Public consultation ran from July to August, with the planning decision forming one of the remaining formal gates for the new buildings.

That means the contractor appointment and the project approvals sequence now overlap. Industry should distinguish between work already underway, enabling activity expected this year and the main building program that remains tied to approvals, land and detailed staging.

The first new 32-bed ward under the broader Cairns expansion has already opened, comprising 28 surgical and orthopaedic beds and four high-care multi-trauma bays. A further 32 beds are due in 2027. Those refurbishment and bed-capacity works are related to the hospital expansion but should not be conflated with the new Health Innovation and Surgical Centre construction package.

The appointment sharpens the contractor and supplier watchlist for Far North Queensland

A live hospital and tropical operating environment make coordination as important as scale

The fresh appointment matters to subcontractors because it establishes the delivery team through which a large portion of the next-stage construction program will be coordinated. The relevant capability set is broad: concrete and structures, façade, mechanical and electrical services, fire systems, hydraulics, medical gases, communications, security, lifts, fit-out, specialist clinical equipment interfaces, temporary works, logistics and commissioning.

Regional conditions add another layer. Cairns is a cyclone-exposed tropical environment, and the project includes an extreme-weather-rated helipad while remaining embedded within an operating hospital precinct. Sequencing, weather resilience, access management, workforce planning and continuity of hospital services will be central delivery constraints.

BBI has recently tracked CPB’s role on the New Bundaberg Hospital and its appointment on the Townsville Correctional Centre expansion. The Cairns appointment adds another major regional Queensland program to the contractor’s current pipeline, while Hansen Yuncken brings a long operating history in Far North Queensland and health construction.

None of that should be interpreted as confirmation that particular subcontract packages are open today. The current commercial signal is the prime delivery-team appointment. The next useful market intelligence will be package strategy, procurement sequencing, local industry engagement, major services awards and supplier-registration pathways.
