Project Watch Tender Open Isaac Region DRFA Recovery Civil Construction
Live Queensland civil procurement

Isaac Regional Council has opened a five-package Cyclone Koji recovery tender across the region.

Isaac Regional Council is seeking contractor responses for reconstruction of essential public assets damaged during Tropical Cyclone Koji and subsequent severe weather, with the work being delivered under the Disaster Recovery Funding Arrangements.

The live tender divides the regional recovery program into five geographic work packages — Central/North, West, North-East, Central/South and East — and identifies pavement works, repairs to drainage structures, signage installation and debris clearing within the reconstruction scope.

For contractors, the commercial signal is immediate: submissions close at 2pm AEST on 22 October 2026, supplier queries close a week earlier on 15 October, and the notice says Council may award the packages to one contractor or to multiple contractors.

Current stage: open tender. No contractor has been awarded, no contract value is published in the sources reviewed, and the five packages should not be treated as five confirmed separate awards.

Why this stage matters This is not a general recovery announcement. It is a live contractor market process with defined work-package geography, a closing date and an award pathway — exactly the point at which civil contractors can act on a project rather than simply monitor it.

Isaac’s recovery program has moved into a live regional works tender

The procurement is listed as IRC-IS-0826-T488 — Reconstruction of Essential Public Assets (Cyclone Koji), with VendorPanel reference VP527764. The notice was released on 30 September and remains open to contractor responses, while the tender documentation lists an optional virtual briefing for 7 October.

Isaac Regional Council states more broadly that it uses VendorPanel as one of its procurement channels and encourages businesses to register so they can access Council opportunities. For this specific tender, the published notice directs supplier questions and tender responses through the VendorPanel process.

The works respond to damage caused by Tropical Cyclone Koji and subsequent severe-weather events. The Queensland Reconstruction Authority lists Isaac Regional Council among the local government areas activated under the 2025–26 Queensland Monsoon Trough, Cyclone Koji, Cyclone Narelle and Severe Weather event.

BBI stage discipline: the confirmed development is the opening of a regional reconstruction tender. Tender release is not a contract award, and no supplier should be described as selected until Council publishes an award or equivalent procurement outcome.

The tender covers core civil-recovery work across the Isaac local government area

Published reconstruction scope

Pavements, drainage structures, signage and debris clearing sit at the centre of the works

The tender describes reconstruction of essential public assets across the Isaac Regional Council area, with activities including pavement works, repair of drainage structures, signage installation and clearing of debris.

That scope puts the opportunity squarely in the regional civil-construction and road-rehabilitation market. Contractors will need to work from the actual tender documents when pricing and programming, because the public notice does not publish package values, quantities, road-by-road schedules or an aggregate contract value.

The notice is also broader than a single road project. The impacted area spans the Isaac local government area, meaning the delivery challenge is regional and potentially dispersed rather than concentrated at one worksite.

Five geographic packages give Council flexibility to split the recovery program

The procurement identifies five work packages: Package 1 — Central/North, Package 2 — West, Package 3 — North-East, Package 4 — Central/South and Package 5 — East.

Importantly, the notice says those packages may be awarded to a single contractor or to multiple contractors at Council’s discretion. That means the package structure should be read as a procurement framework, not as confirmation that five separate contracts will ultimately be executed.

The tender also asks respondents pursuing multiple packages to explain their capability to deliver that broader workload through the methodology and program response. For contractors, that makes resourcing, plant availability, regional mobilisation and program credibility commercially important alongside the underlying civil capability.

No published tender value: BBI found no contract value in the public tender information reviewed. Any estimate of the total recovery spend or value of individual packages would therefore be speculative and is not included here.

The procurement timetable creates a short, defined decision window

Confirmed now vs next gates

Responses close 22 October, with an expected decision listed for 3 December

The public tender listing records a 2pm AEST closing time on Thursday 22 October 2026. Supplier questions close at 2pm AEST on 15 October, creating a one-week gap between the query cut-off and final submissions.

The listing also records an expected decision date of 3 December 2026. That date is a procurement expectation rather than a guarantee of contract execution or mobilisation, and the final award structure may still differ depending on evaluation and Council decisions.

The optional virtual briefing listed for 7 October gives bidders a near-term opportunity to understand the procurement before the query window closes. Businesses interested in the work should rely on the current VendorPanel documents for instructions, addenda and formal clarifications.

Regional delivery capacity matters because Council can aggregate or split the work

The most direct opportunity sits with contractors capable of pavement reconstruction, drainage-structure repair, signage installation and debris clearing, supported by the plant, supervision and regional logistics needed to deliver works across a large local government area.

The tender structure also creates a strategic choice for bidders. A business may position around one geographic package, while larger contractors may pursue multiple areas if they can demonstrate the required methodology, program and resourcing.

BBI is not inferring downstream subcontract packages. No named main contractor, subcontractor, package value or supplier award is confirmed. Future subcontracting will depend on Council’s award structure and the delivery model adopted by successful respondents.
