$10 billion. 2,400 construction jobs. One of North Queensland’s largest proposed industrial investments is moving another step toward delivery.

Townsville City Council and Quinbrook-owned project company Solquartz have signed a new Memorandum of Understanding to advance the Northern Quartz Campus at the Lansdown Eco-Industrial Precinct.

The proposal is much more than another solar project.

Northern Quartz Campus is designed as an integrated Queensland quartz-to-silicon manufacturing platform combining mineral processing, metallurgical silicon, future higher-purity silicon production, battery storage, renewable generation and major electrical infrastructure.

Queensland’s Coordinator-General currently lists the full-scale proposal at approximately $10 billion, supporting around 2,400 construction jobs and 2,000 operational jobs.

Fresh development — 14 August 2026 Townsville City Council and Solquartz have established a pathway toward a Project Development and Infrastructure Agreement targeted for completion by the end of 2026.

The proposed agreement would define Council’s infrastructure-delivery obligations and Solquartz’s contribution toward infrastructure costs associated with the project’s first stage.

It is an enabling commercial milestone rather than a main construction contract award.

The milestone is significant because the project is progressing the roads, water, electricity, approvals and commercial arrangements required before a development of this scale can move into physical delivery.

Two major investment figures are currently associated with the Northern Quartz Campus.

They represent different scopes and should not be merged.

Industrial Precinct

A manufacturing campus rather than a standalone plant

Northern Quartz Campus is being developed as a staged collection of interrelated processing and energy facilities.

That gives the project a significantly broader physical footprint than a conventional single-purpose manufacturing facility.

The development needs processing infrastructure, power, storage, roads, water, materials handling, utilities and long-term industrial support systems to work together.

The real strategy is to move Queensland quartz further up the value chain

The project’s strategic importance comes from what happens between raw quartz and the finished technologies that depend on silicon.

Rather than exporting the mineral and allowing most downstream value to be captured overseas, the Northern Quartz Campus aims to establish more of that manufacturing chain in Queensland.

Quinbrook describes the development as an integrated sovereign and low-carbon solar and semiconductor supply-chain solution.

The current federal Major Project Status scope includes a 50,000tpa metallurgical-grade silicon facility and approximately 30,000tpa of biocarbon production capacity.

Solar, battery storage and high-voltage infrastructure form the power backbone

Silicon smelting is energy intensive.

That means the power system is not peripheral infrastructure — it is fundamental to the commercial model.

Power Infrastructure

The manufacturing strategy depends on reliable industrial-scale power

Renewable generation alone does not solve the power requirement of an energy-intensive silicon operation.

The project is therefore being developed around a combination of solar generation, long-duration battery storage and connection to Queensland’s electricity network.

That opens a major future workstream around substations, HV equipment, transmission, battery installation, cabling, control systems and commissioning.

Private Energy Partners is also progressing Lansdown Solar North and Lansdown Solar West near Woodstock.

Current project information describes those projects as primarily supporting Stage 1 of the metallurgical-silicon facility and identifies associated trackers, inverters, substations, access tracks, cabling, fencing and transmission infrastructure.

The silicon development is a major heavy-industrial construction program

The federal environmental referral gives the clearest indication of what the actual manufacturing build could involve.

The metallurgical-silicon component has a proposed disturbance footprint of approximately 95.7 hectares.

The wider concept is sized for ultimate production of up to 150,000 tonnes per year of metallurgical silicon across three 50,000tpa stages.

At that full configuration, the smelting facilities would comprise three melt shops containing three submerged-arc furnaces each — nine furnaces in total.

Major Construction

The physical works extend well beyond process equipment

Current federal documentation specifically identifies site establishment, excavation, earthworks, grading, compaction, stormwater infrastructure, sediment ponds, concrete works, cranage, electrical fit-out, underground services and commissioning.

That creates a potential construction market across civil, structural, mechanical, electrical and industrial-support disciplines.

Lansdown’s enabling infrastructure is integral to project delivery

Northern Quartz Campus cannot be delivered independently of the broader Lansdown Eco-Industrial Precinct.

Townsville City Council has already been advancing internal roads and other enabling infrastructure across the approximately 2,200-hectare precinct.

Council’s current Lansdown planning identifies road and raw-water infrastructure as common enabling systems required to service major proponents.

The latest Council–Solquartz agreement pathway is therefore an important commercial and infrastructure milestone.

It is intended to define who delivers key infrastructure and how the first stage contributes to those costs.

The project is moving through approvals, infrastructure and commercial milestones

Construction schedule clarification: Queensland’s Coordinator-General currently lists Q4 2026 as the project construction start and Q3 2029 as construction completion. That page explicitly states that the project information is supplied by the proponent and subject to change. Private Energy Partners’ current Northern Quartz Campus community timeline separately identifies construction as scheduled to commence in 2027. Taken together, the published schedules indicate that the campus is moving toward construction, while the exact commencement date remains subject to project development, approvals and proponent scheduling.

The contractor pipeline could extend across almost every major industrial discipline

Northern Quartz Campus should not be viewed as a single solar or manufacturing package.

The integrated scope combines heavy processing, civil infrastructure, power systems, renewable generation, battery storage and logistics.

Sovereign manufacturing underpins the broader economic case

Northern Quartz Campus is ultimately an attempt to retain more value from Australian mineral resources before they enter global technology supply chains.

Quartz is the beginning of the silicon chain.

Metallurgical silicon and higher-purity silicon products sit much further downstream and underpin solar photovoltaics, electronics and semiconductor manufacturing.

The project therefore sits at the intersection of critical-resource development, energy infrastructure and advanced manufacturing.

That combination explains why Northern Quartz Campus has secured both Queensland prescribed-project status and Australian Government Major Project Status.

Project Delivery Outlook

The industrial opportunity extends well beyond the headline investment value

Northern Quartz Campus represents a major prospective industrial development for Townsville and the broader North Queensland supply chain.

The full-scale $10 billion investment illustrates the project’s scale, while the underlying physical scope shows how broadly future delivery could extend across industrial disciplines.

Northern Quartz Campus potentially combines heavy industrial processing, multiple furnace installations, materials handling, civil infrastructure, high-voltage power, battery storage, solar generation, transmission and long-term manufacturing operations.

The 14 August MoU does not mean thousands of construction workers are mobilising tomorrow.

It does, however, show that Council and the project are progressing another important enabling step required to move Lansdown from project planning toward physical development.

The next signals for industry will be the infrastructure agreement, final approvals, investment decisions, EPC and delivery appointments, civil mobilisation and the first substantial procurement packages.

For Townsville and North Queensland contractors and suppliers, the key value lies in tracking the project early as approvals, infrastructure agreements, delivery strategies and procurement packages continue to develop.
