A 3-million-tonne-per-year copper processing plant is being brought back online near Cloncurry — and Austral Resources is already studying how to make it substantially larger.

The Rocklands Copper restart has received a further vote of confidence after QIC committed $15 million through Queensland’s critical-minerals investment program to Austral Resources.

The immediate contractor significance sits in the infrastructure behind that investment: an existing 3Mtpa sulphide concentrator 17 kilometres west of Cloncurry is moving through refurbishment toward production in Q3 2027.

Austral is simultaneously studying a potential Stage 2 expansion that could lift processing capacity to approximately 4.5–6.0Mtpa, positioning Rocklands as a potentially important processing hub for North West Queensland copper.

Latest development QIC has committed $15 million to Austral Resources as Rocklands advances toward restart, while new studies examine expanding the processing hub from 3Mtpa to as much as 6Mtpa.
Funding clarification: the $15 million QIC commitment is not the total value of the Rocklands restart or refurbishment program. QIC describes its commitment as supporting the Rocklands refurbishment and restart strategy, while Austral’s 7 August ASX disclosure states the new non-dilutive royalty financing will initially support Stage 2 expansion planning and associated studies, including alternative power options.

Rocklands Copper restart brings a 3Mtpa processing asset back into the market

The strategic importance of Rocklands starts with what is already built.

Austral describes the facility as a 3Mtpa nameplate sulphide processing plant capable of treating copper ore from its own operations and potentially third-party feed.

The Rocklands Copper restart therefore offers a different development pathway from building a completely new concentrator from the ground up.

Existing plant, site infrastructure and established mining tenure can be refurbished, modified and recommissioned while Austral develops a wider copper feed pipeline across the Mount Isa–Cloncurry region.

Existing infrastructure creates a brownfield contractor program

Restarting an established concentrator creates a very different contractor profile from a greenfield mine build.

Existing structures, equipment, conveyors, piping, electrical systems and process circuits need to be assessed, retained, modified, replaced or recommissioned.

That creates strong exposure to mechanical, structural, piping, electrical, instrumentation and maintenance capability.

Refurbishment is already moving from engineering into physical site work

The Rocklands program was already advancing before the latest QIC announcement.

In June, Austral reported that the refurbishment remained on schedule and budget and that a 4.75MW SAG mill had been secured for the processing-plant upgrade.

GR Engineering Services had been appointed for engineering design and construction of front-end modifications, while Austral was reviewing existing equipment for reuse.

That assessment included screens, bins, pumps, hoppers and other mechanical equipment, alongside conveyors and structures identified for demolition.

Earthworks and civil mobilisation were expected during Q3 2026 as the plant is progressively prepared for new and refurbished equipment.

Mechanical and structural interfaces are central to the restart

A processing-plant restart of this type can involve significant interfaces between major rotating equipment, conveyors, structures, process piping, access systems and existing services.

The need to integrate new equipment into existing infrastructure makes brownfield constructability, shutdown planning and commissioning capability particularly valuable.

Austral is already studying expansion from 3Mtpa to as much as 6Mtpa

The 7 August announcement adds another dimension to the Rocklands Copper restart.

Austral says recent mine planning indicates the existing 3Mtpa plant is expected to be fully utilised by the company’s own sulphide ore through at least 2034.

That has triggered Stage 2 expansion planning before the initial restart is even complete.

The study will also examine alternative power solutions aimed at supporting operating efficiency and long-term competitiveness.

Importantly, Austral says the upper end of the proposed capacity range may provide future optionality rather than representing an already approved expansion.

Development-status note: the proposed 4.5–6.0Mtpa Stage 2 capacity is currently a study range and is not yet approved, funded for construction or committed for delivery.

The contractor pipeline spans far more than one new SAG mill

Regional Processing Hub

Rocklands is being positioned as infrastructure for more than one orebody

Austral’s strategy is increasingly based on using established processing infrastructure across a broader regional resource position.

Rocklands is permitted and equipped for third-party toll treatment, creating potential for the plant to process suitable external ore in addition to Austral’s own sulphide feed.

Rocklands could become strategic processing infrastructure for the Cloncurry–Mount Isa copper belt

The location of the facility is one of its strongest strategic advantages.

Rocklands sits just 17 kilometres west of Cloncurry in one of Australia’s established copper provinces.

Austral now operates both oxide and sulphide processing capability across its regional portfolio.

Its Mt Kelly operations provide oxide processing through SX-EW, while Rocklands provides the sulphide-concentrator pathway.

QIC says this dual-processing platform and proximity to additional deposits could support processing synergies and access to third-party feed across the North West Minerals Province.

Austral currently reports a combined in-situ mineral-resource inventory of approximately 64Mt at 0.73% copper, containing about 468,000 tonnes of copper, and is targeting sustainable production of approximately 50,000 tonnes of copper per year.

That broader strategy is why the Rocklands Copper restart matters more than simply returning one old plant to service.

Rocklands adds another layer to North West Queensland’s copper buildout

Copper processing, power infrastructure and new resource projects are advancing across the Mount Isa–Cloncurry corridor.

The $600 million Mount Isa copper industry support program is examining the future of the region’s smelting and refining infrastructure.

The broader Queensland copper and critical-minerals pipeline also includes emerging mine-power investment around Dugald River near Cloncurry .

Rocklands adds something different to that regional pipeline: existing processing capacity that can potentially be restarted faster than a completely new concentrator can be permitted and constructed.

Project Delivery Outlook

Rocklands combines an active 3Mtpa restart with a potential second-stage expansion

The existing 3Mtpa sulphide concentrator defines the scale of the current brownfield restart, while the $15 million QIC commitment supports the broader refurbishment and growth strategy rather than representing total project value.

Major equipment, engineering, demolition, civil and plant-modification work is already progressing toward a Q3 2027 first-production target.

Austral is also assessing a potential Stage 2 increase to approximately 4.5–6.0Mtpa together with alternative power solutions.

This creates several possible delivery horizons: current refurbishment, 2027 commissioning and restart, ongoing plant maintenance, and potentially a subsequent expansion phase.

Near-term indicators include SAG mill installation, front-end circuit modifications, civil mobilisation, commissioning activity and completion of the Stage 2 scoping work.
