Project Watch Preferred Contractor Named Coomera Health Infrastructure Early Works
Northern Gold Coast hospital delivery

Multiplex moves into the 600-bed Coomera Hospital delivery role as construction activity ramps up.

Multiplex has been named preferred contractor for the expanded Coomera Hospital, giving one of Queensland's largest health infrastructure programs a confirmed major delivery partner as physical works accelerate on the northern Gold Coast.

Foundation works are already underway, while the next phase will expand into civil works, retaining structures, permanent stormwater infrastructure, access works and preparation for the first multi-storey car park.

The hospital has been rescoped to deliver 600 beds across two stages, centred on a 12-storey Clinical Services Building and seven-storey Ambulatory Care Building.

The contractor milestone is real, but the contract position matters: Queensland Health says the formal main construction contract is expected to be awarded in January 2027.

Why this is publishable now Coomera now combines a named Tier 1 contractor, active foundation and civil works, a 600-bed resolved scope and defined upcoming work fronts. This is a physical delivery milestone rather than another planning announcement.

Multiplex is in the delivery role — but final contract execution still sits ahead

The Queensland Government's 9 September announcement describes Multiplex as appointed to deliver the new Coomera Hospital.

Queensland Health's same-day project information provides a more precise commercial position: Multiplex has been named preferred contractor, while Health Infrastructure Queensland and Multiplex have formalised the next phase through an Early Contractor Involvement Deed and Variation Deed.

Queensland Health says the formal contract for main construction works is expected to be awarded in January 2027.

BBI is therefore treating Multiplex as the confirmed preferred managing contractor and active delivery partner, rather than representing the January main-works contract as already executed.

Multiplex itself now lists Coomera Hospital within its Australian construction portfolio, identifies Queensland Health as the client, describes the contract type as Managing Contractor and lists the project as under construction.

Physical delivery

Foundation works are already underway and the next work fronts are defined

Major foundation works have commenced, including concrete pours supporting the hospital's expanded footprint.

Current activity also includes retaining works, remodelling of existing structures and bulk earthworks.

Queensland Health says early works will ramp up further, including substructure works for the building cores and preparation of the expanded hospital footprint and access roads.

Earthworks for the first multi-storey car park are among the upcoming activities, with car park works expected to commence from October 2026.
Early works include earthworks for the seven-storey Ambulatory Care Building, which will ultimately accommodate outpatient clinics, day oncology, allied health, pathology and education services.
Construction of the Road B retaining wall forms part of the next identified enabling and civil work sequence.
Inground enabling works are planned along George Alexander Way as site servicing and access infrastructure progresses.

The hospital has been rescoped around 600 beds and two major clinical buildings

The revised Coomera Hospital is substantially different from the earlier 400-bed proposal.

The current plan provides for a 12-storey Clinical Services Building containing the Emergency Department, Intensive Care Unit, operating theatres, mental health, maternity, paediatric and renal services, together with multiple inpatient units.

A separate seven-storey Ambulatory Care Building will provide outpatient clinics, day oncology, allied health, pathology and education facilities. Link bridges will connect it to the main clinical building.

Multi-storey and ground-level parking also form part of the hospital precinct.

Staged delivery

400 beds in Stage 1, another 200 in Stage 2

Stage 1 is planned to deliver a fully operational 400-bed hospital in 2031.

Structural provision is being incorporated from the outset for Stage 2, which will add a further 200 beds and take total capacity to 600 beds in 2032.

Gold Coast Health has previously said peak construction is expected to support around 1,000 workers on site.

Why BBI is not attaching the old $2.3 billion figure to the current hospital

Cost reporting around Coomera requires care because the project has been materially replanned since the earlier Capacity Expansion Program.

The Queensland Government's review identified a forecast cost of approximately $2.254 billion for the previous Coomera Hospital scope, compared with an original $1.3 billion budget.

That figure related to the earlier program and predates the current 600-bed redesign and revised delivery approach.

BBI cost position: the current September 2026 contractor announcement does not disclose a revised total capital value for the rescoped 600-bed Coomera Hospital. BBI will therefore not present the previous $2.254 billion forecast as the confirmed current project CAPEX. A new project value should only be attached when government or another authoritative project source publishes the revised figure.

What the Multiplex role means for the contractor and supplier market

The project is now moving into a phase that will ultimately require substantial capability across building, civil, structural and specialist health infrastructure disciplines.

The defined scope includes building cores, major concrete structures, road and retaining works, stormwater systems, parking structures, clinical buildings, bridges and highly serviced healthcare environments.

Those physical components indicate future demand across areas such as structures, façades, mechanical and electrical services, hydraulics, fire systems, vertical transport, fit-out, medical services infrastructure, logistics and commissioning.

However, BBI did not identify a current public Coomera-specific package schedule or open subcontract tender register in the sources reviewed. Those workstreams should therefore not be described as confirmed open procurement packages.

Multiplex maintains a general supplier and subcontractor enquiry pathway and says its regional teams review approaches from businesses seeking to join its supply chain.

Similar contractor-led procurement pathways are already important across Queensland's health build program. BBI has also tracked CPB Contractors' Bundaberg Hospital delivery, the next procurement wave at the New Toowoomba Hospital campus and the PA Hospital expansion moving into fit-out.

Confirmed now versus the next commercial gates

Confirmed now
  • Multiplex is the preferred contractor/current delivery partner.
  • HIQ and Multiplex have ECI and Variation Deed arrangements in place.
  • Major foundation works are underway.
  • Bulk earthworks, retaining and existing-structure works are progressing.
  • The current hospital scope is 600 beds.
  • Stage 1 is planned for 400 beds in 2031.
  • Stage 2 is planned to add 200 beds in 2032.
  • Car park and further enabling works are approaching.

Contractor watch

January's formal contract and downstream package release are the next major commercial signals

For contractors and suppliers, the project has moved beyond abstract planning: Multiplex is engaged, physical work is occurring and the major hospital scope is defined.

The next significant commercial shift will come from final main-contract execution and greater visibility on Multiplex's downstream trade and supplier procurement.

BBI will continue tracking those signals through Project Watch.

What BBI will watch next

Disclaimer: Bowen Basin Index provides project, procurement and industry information based on publicly available information current at the date of publication. Queensland Government material describes Multiplex as appointed to deliver the Coomera Hospital, while Queensland Health describes Multiplex as preferred contractor and states that the formal main construction contract is expected in January 2027. BBI has therefore distinguished current ECI and early-works activity from final main-contract execution. The previous $2.254 billion forecast related to the earlier Capacity Expansion Program scope and is not presented as the confirmed capital value of the current 600-bed project. Potential future trade and supplier workstreams discussed in this article are based on the defined physical project scope and should not be interpreted as confirmation that individual procurement packages are currently open.
