Construction of the main New Toowoomba Hospital is already well underway at the Baillie Henderson campus, but another substantial construction market is now developing alongside it.
Health Infrastructure Queensland is progressing procurement for major supporting facilities including an 84-bed acute mental health building, ambulatory and integrated care building, support and diagnostic services hub, multi-storey carpark and heritage-building refurbishment.
Earlier market engagement also covered early and civil works associated with the broader campus program.
For Darling Downs contractors, the key commercial development is that the main hospital is being built while the next group of significant campus packages moves through the procurement pipeline.
The update follows an earlier Registration of Interest process for the broader New Toowoomba Hospital Campus Buildings program.
That market-engagement stage sought contractors capable of participating in future procurement across new buildings, civil works and heritage refurbishment.
Importantly, the original ROI should not be confused with a currently open tender.
The ROI closed in July, and the latest official update confirms that Health Infrastructure Queensland is now progressing the procurement process following that market response.
This is not the start of the New Toowoomba Hospital project.

The opportunity now shifting through the market relates to the wider campus — mental health, ambulatory care, diagnostic and support facilities, parking, civil works and heritage refurbishment.

The current campus procurement activity is separate from the construction status of the main hospital building.
The main hospital is not waiting for a builder.

Darling Downs Health says the main building will contain at least 538 overnight beds, while the broader project will provide 118 additional overnight beds compared with existing capacity.
The hospital will also expand emergency, maternity, surgical and specialist services and consolidate a significant share of Toowoomba’s public hospital activity onto the Baillie Henderson campus.
The first construction market is already active
The main hospital is visibly into major construction, with the wider project expected to support around 3,127 construction jobs.
That existing workload is important because the new campus-building packages will enter a regional construction market where labour, specialist trades, plant and building-services capability are already in demand.
Five major supporting facility streams are now central to the next procurement phase
Darling Downs Health’s latest Stage 1 update identifies five major groups of facilities outside the main hospital building.
A new dedicated acute mental-health facility forming a major component of the consolidated Baillie Henderson health campus.
New accommodation supporting ambulatory and integrated healthcare delivery as services progressively relocate to the campus.
A dedicated facility supporting diagnostic and broader operational services required across the integrated health campus.
A new carpark with link bridges and associated essential infrastructure connecting into the wider campus.
Existing heritage buildings will be refurbished and repurposed for administration, education and training functions.
Earlier market-engagement documentation also identified early and civil works associated with the broader campus delivery program.
The opportunity extends well beyond one hospital building
Baillie Henderson is being developed as an integrated health and knowledge precinct rather than a single standalone hospital.
New clinical buildings, parking, pedestrian connections, civil infrastructure and refurbished heritage assets will need to operate together as services progressively move onto the campus.
The contractor market has already passed the first Registration of Interest stage
Health Infrastructure Queensland opened market engagement for the New Toowoomba Hospital Campus Buildings program in June 2026.
Building, refurbishment and civil contractors were invited to register their interest, with an industry briefing held at the Baillie Henderson campus.
The Registration of Interest closed on 10 July.
The latest 13 August update is therefore significant because it confirms that procurement activities are continuing after what Darling Downs Health describes as strong market interest.
Different facilities will create different contractor markets
The campus packages are not interchangeable.
Mental-health construction carries specialised clinical and safety requirements, the carpark adds structural and traffic interfaces, the diagnostic and ambulatory buildings require complex building services, and heritage work brings existing-building and conservation constraints.
That creates opportunities for both major building contractors and specialist subcontractors.
Heritage refurbishment creates a separate specialist construction stream
The Baillie Henderson campus contains significant existing heritage architecture, and the current strategy is to retain and reuse suitable buildings rather than replace the entire campus with new structures.
Stage 1 includes refurbishment and repurposing of heritage buildings for administration, education and training.
That work can require a very different contractor profile from new-build hospital construction.

Additional campus packages may place further demand on electricians, mechanical trades, plumbers, concreters, structural trades, fit-out contractors, plant hire, logistics providers and specialised health-infrastructure capability.
The timing also matters because these businesses are competing across a broader Queensland infrastructure pipeline involving hospitals, schools, water, roads, energy and private development.
That makes visibility, prequalification, safety systems, financial capacity and proven delivery records increasingly important for firms seeking major-project work.

The established John Holland main-hospital program is now being complemented by a separate procurement stream for major supporting campus facilities.
Those facilities span an 84-bed mental-health building, ambulatory care, diagnostic and support infrastructure, a multi-storey carpark, civil works and heritage refurbishment.
Each requires different combinations of building, civil, structural, mechanical, electrical, hydraulic, fire, ICT, fit-out, refurbishment and commissioning capability.
The original Registration of Interest closed in July 2026, so current participation depends on the subsequent procurement processes being progressed by Health Infrastructure Queensland.
The next major delivery indicators are which respondents progress, how the design-and-construct packages are structured, which contractors are appointed and when downstream trade procurement begins.
