Mackay Base Hospital Masterplan Opens Major 128-Bed Construction Pipeline Ahead of 2027 Start

At least 128 additional overnight beds. More than 1,000 new carparks. A rooftop helipad. Mackay’s next major hospital construction program now has a defined delivery pathway.

Queensland has released a new 15-year strategic masterplan for the Mackay Base Hospital expansion, resetting one of the region’s most important future construction programs ahead of main works from 2027.

Stage 1 will deliver a new clinical services building, expanded emergency capacity, maternity and women’s health services, a new Mackay Birth Centre, additional surgical and endoscopy capacity, expanded neonatal and paediatric services, new parking infrastructure and a rooftop helipad.

The reset follows major cost and delivery pressure under the former expansion program.

Importantly for contractors, the fresh masterplan defines the physical scope but does not yet publish a definitive new Stage 1 contract value or identify a main construction contractor for the reset program.

The significance of the announcement is not simply that the hospital expansion remains alive.

The new plan establishes how the campus is intended to grow after the previous delivery model ran into major cost, site and program constraints.

For Mackay contractors and suppliers, that provides a much clearer picture of the buildings, civil infrastructure and specialist health systems likely to move toward procurement over the next several years.

The hospital is being planned as a staged campus rather than a single building project

Stage 1 establishes the immediate expansion program through 2030, while the masterplan preserves additional development zones for future clinical and support infrastructure beyond that period.

That staged model creates a longer construction horizon for Mackay than the original single expansion package suggested.

Stage 1 creates a substantial building and health-infrastructure program from 2027

The centrepiece of Stage 1 is the first new Clinical Services Building, known as P Block, which will physically connect to the existing hospital.

That building will accommodate new medical wards, maternity and women’s health, surgical and interventional services and the rooftop helipad.

The wider Stage 1 program also includes a new Mackay Birth Centre, carparking, refurbished and expanded existing services, and back-of-house infrastructure.

Building-services complexity makes this much more than a conventional commercial build

Hospitals require unusually dense electrical, mechanical, hydraulic, communications, fire, medical-gas and specialist clinical systems.

Adding operating theatres, endoscopy, maternity, neonatal and paediatric services increases that complexity further because each space has specific operational, infection-control, resilience and commissioning requirements.

The planned rooftop helipad also introduces structural, aviation, fire, lighting, access and emergency-transfer interfaces within the Clinical Services Building.

Future Main Construction

Major structural construction begins under the reset program from 2027

Previous enabling works have already occurred on the hospital site, but the new masterplan places the main Stage 1 construction program from 2027.

The old BESIX Watpac award should not be treated as the new masterplan’s current main construction contract

The contracting history is important because the project has changed materially since the original 2023 award.

BESIX Watpac was appointed under the former $250 million expansion program and progressed early works.

That program was later paused after cost escalation and site issues, and the contractor completed the initial stage before leaving the site.

The August 2026 masterplan is a reset delivery pathway.

Current official project information does not identify BESIX Watpac — or another contractor — as the confirmed main builder for the new Stage 1 Clinical Services Building.

A main-builder name should therefore not be attached to the reset works until a fresh Queensland Government procurement or contract announcement confirms the appointment.

The multi-storey staff carpark is one of the clearest near-term procurement signals

Parking has been brought forward as a major component of the hospital expansion.

The current masterplan provides for a new multi-storey staff carpark on land beside the hospital, with up to 1,000 spaces when the site is fully developed and integrated administration accommodation.

By shifting staff vehicles into the new structure, existing parking can be released for patients and visitors.

Current Mackay HHS information says the carpark is progressing toward detailed design and tender during 2026, making it one of the first masterplan components local builders should monitor.

Construction has also commenced on a temporary 80-space fleet carpark as an enabling measure.

Stage 1 Delivery

2027–2030 becomes the key Mackay construction window

The immediate masterplan sequence places the Clinical Services Building, Birth Centre, parking, refurbished services and rooftop helipad into the Stage 1 delivery window.

That creates a multi-year construction program rather than a short standalone extension.

The masterplan extends beyond the facilities targeted for 2030.

Mackay HHS identifies further buildings and infrastructure that may follow from 2031, subject to future government prioritisation and funding.

The reset creates one of Mackay’s broadest future construction and building-services pipelines

Mackay’s location makes local capability particularly important

Unlike a Brisbane hospital build, major construction in Mackay draws on a regional workforce already servicing mining, ports, resources, commercial construction and infrastructure.

That creates both an opportunity and a capacity challenge.

Mackay and Paget already have established civil, mechanical, electrical, fabrication, crane, logistics, equipment-hire and technical-service sectors supporting the Bowen Basin.

A major hospital program gives those businesses another route into regional infrastructure, while specialist healthcare trades and major building contractors may need to combine local capability with teams mobilised from elsewhere in Queensland.
