$418 million — and the metric is no longer only how much electricity infrastructure Queensland builds, but how quickly projects can actually get connected.
Queensland has introduced a new Connections Guarantee for Powerlink and Energy Queensland, backed by a $418 million investment in 2026–27 and built around measurable connection-performance targets.
The framework reaches across two different parts of the development market.
Energy Queensland’s measures target homes, businesses, subdivisions, developer works and complex distribution connections, while Powerlink’s measures focus on large-scale generation, battery storage and major industrial loads connecting to the transmission network.
The project-delivery significance is straightforward: a development can have land, approvals, finance and construction capability — and still lose time waiting for the electricity connection required to operate.

The initiative is part of Queensland’s Energy Roadmap and changes how performance will be measured.
Instead of focusing only on kilometres of transmission lines, substations or network capital expenditure, the new scorecards create defined measures around how efficiently projects move through the connection process.
Public reporting will show customers and industry how the network businesses are performing against those targets.
The $418M is program backing — not a $418M Powerlink contract
This number needs to be read carefully.
Queensland describes the Connections Guarantee as being backed by a $418 million investment in 2026–27.
The framework applies across Powerlink and Energy Queensland.
The figure should not be interpreted as a $418 million Powerlink contract, a new single construction package, or a pool of $418 million available to developers seeking grid connections.

One guarantee — two very different connection markets
Powerlink owns and operates Queensland’s high-voltage transmission network and manages connections for major generation, storage and large electricity users.
Energy Queensland’s distribution businesses deal with the lower-voltage network used by homes, businesses, subdivisions and many commercial developments.
The Connections Guarantee establishes different KPIs suited to each network.
Powerlink and Energy Queensland are measuring different parts of the project pipeline
Powerlink’s Connections Guarantee focuses on applications for large-scale generation, battery and other storage projects, and major electricity loads connecting to Queensland’s transmission network.
These are the connection processes most relevant to major renewable projects, BESS developments and electricity-intensive industrial facilities.
Energex and Ergon Energy Network cover customer connections across subdivisions, housing developments, commercial premises, businesses and larger negotiated distribution connections.
These measures therefore have direct relevance to developers and civil contractors trying to release serviced land or complete commercial projects.
Powerlink’s targets put numbers around the transmission connection process
Powerlink describes a transmission connection as moving through three broad phases: connection enquiry, detailed connection application and an offer to connect followed by delivery.
Delivery itself can include network construction, commissioning and final energisation.
For a large industrial or energy proponent, those measures can matter almost as much as the physical transmission asset.
A project that cannot resolve generator performance standards, access standards, technical modelling or its connection agreement can struggle to progress into commissioning even if much of the site construction is otherwise ready.
The distribution KPIs go directly at housing and developer connection timing
Energy Queensland’s scorecard tackles a different class of delays.
Building the electrical asset is only part of getting a project energised
Major projects can also depend on studies, modelling, performance standards, access-standard negotiations, connection agreements, third-party approvals, commissioning and network availability.
The Connections Guarantee is designed to make the network businesses’ performance through those processes more visible and measurable.
It does not eliminate every technical constraint, but it creates clearer accountability around the stages network businesses can influence.

For major projects, the connection pathway can determine when revenue starts
Faster connections can unlock construction already sitting behind the grid interface
The contractor impact is best understood through the projects that depend on network connection before commissioning, occupation or commercial operation can proceed.
A battery project may need its grid connection before commissioning can begin.
A new mine, processing plant, data centre or manufacturing facility may require a major load connection before production starts.
A subdivision can need network works before new housing lots become fully serviced.
A solar or wind project can have generation equipment substantially installed but still face extensive grid-integration and commissioning work before commercial operation.
Improving the connection process therefore has the potential to affect not just electrical contractors, but the wider construction and industrial supply chain waiting behind the energisation milestone.

Connection performance becomes a project-delivery metric
Public scorecards mean proponents will be able to compare network performance against defined targets rather than relying only on project-by-project experience.
That matters to developers because connection dates often feed directly into financing assumptions, construction sequencing, commissioning programs and expected commercial-operation dates.
Faster project progression could increase demand across the electrical connection stack
The Connections Guarantee itself is not a tender package.
However, if better connection performance helps more individual developments progress into physical delivery, those projects can create work across network and customer-side infrastructure.
Powerlink directs suppliers to the Queensland Procurement Solution through VendorPanel for current formal tenders and supplier notifications.
On major transmission programs, Powerlink can also establish project or regional supplier registers and use principal contractors to procure a large share of downstream construction work.
Businesses should therefore distinguish between the connection application itself, Powerlink-owned connection assets, customer-owned infrastructure and downstream EPC procurement.
Queensland already has a large queue of projects where the connection is commercially critical
Powerlink’s current project portfolio includes connection works for batteries, wind farms, solar projects and other major customers across the State.
Queensland’s wider construction pipeline includes transmission reinforcement, grid-scale storage and major industrial electricity demand, all of which can depend on timely network connections.
That makes the Connections Guarantee relevant even though it is not itself a conventional construction project.
The initiative acts on the interface between those developments and the network infrastructure they require to operate.
Connection performance is becoming a measurable project-delivery metric
The $418 million investment backs a statewide connection-performance framework across Powerlink and Energy Queensland rather than a single construction contract.
At transmission level, Powerlink is targeting measurable performance through connection enquiries, technical performance-standard assessments, access-standard decisions and final connection delivery.
At distribution level, Energy Queensland is measuring connection timing for homes, subdivisions, developer works and larger negotiated customers.
Faster progression through these processes can allow dependent projects to move sooner into connection construction, high-voltage installation, testing, commissioning, energisation and ultimately commercial operation.
The framework does not remove every grid constraint. Network capacity, system security, third-party approvals, technical complexity and incomplete customer information can still affect timing.
The key performance indicator will be whether public scorecards show that Queensland’s network businesses are moving projects through connection milestones more efficiently and delivering a higher proportion of contracted connections on time.
