$336 million Tiaro Bypass enters procurement for an 8.5-kilometre four-lane Bruce Highway project.

Procurement has commenced for the $336 million Tiaro Bypass, launching the search for a main construction contractor to deliver one of the next major Bruce Highway packages in the Wide Bay region.

The Queensland Department of Transport and Main Roads has confirmed that detailed design is complete and market engagement for the principal construction works is underway.

The project will deliver 8.5 kilometres of new four-lane highway east of Tiaro, including two grade-separated interchanges, highway bridges, local-road realignments and major flood-resilience infrastructure.

The Tiaro Bypass is jointly funded by the Australian and Queensland governments.

According to the Department of Transport and Main Roads, procurement has commenced to engage the market for the main construction works and progress toward awarding a construction contract.

Construction timing will be confirmed after the contractor is appointed.

What the Tiaro Bypass will include

The confirmed project scope includes:

  • 8.5 kilometres of new four-lane Bruce Highway;
  • a concrete centre median separating opposing traffic;
  • two grade-separated interchanges north and south of Tiaro;
  • highway bridges and entry and exit ramps;
  • realignment of Bauple Drive and Tahiti Road;
  • local-road connections to the new interchanges;
  • drainage and flood-resilience infrastructure; and
  • safety, signage, lighting, fencing and environmental works.

The southern interchange is planned approximately 2.5 kilometres south of the Tiaro town centre and will include a 60-metre bridge over the bypass together with northbound and southbound ramps.

The northern interchange is planned approximately three kilometres north of the town centre and will include a highway bridge over Wilsons Road.

A major civil construction opportunity

For contractors and suppliers, the procurement milestone is significant because the project is no longer only in planning or design.

The main construction package will require the delivery of a complete greenfield highway corridor, two interchanges and associated civil infrastructure.

Flood resilience is a central part of the design

The existing Bruce Highway through Tiaro contains three flood zones and has no suitable alternative route during major flood events.

TMR says closures can disrupt passenger and freight traffic, affect the national road network and isolate the Tiaro township.

The new bypass has therefore been designed to improve highway flood immunity for a 1-in-100-year flood event.

This element of the scope could require substantial drainage, culvert, embankment, waterway-crossing and erosion-control works in addition to the principal pavement and interchange construction.

Freight and regional supply-chain importance

The Bruce Highway is Queensland’s principal coastal freight and passenger corridor, connecting regional centres and major ports between Brisbane and Cairns.

Through Tiaro, local traffic, highway freight, school-zone restrictions, pedestrian movements and more than 50 direct accesses and intersections currently share the same section of road.

The bypass is intended to separate local and through traffic, reduce congestion and move a significant number of heavy vehicles out of the town centre.

Procurement status must be described carefully

TMR has confirmed that procurement and market engagement for the main construction works have commenced.

However, businesses should not assume that every subcontracting package is currently open or that a principal contractor has already been selected.

The next confirmed milestone will be the award of the main construction contract. Downstream subcontractor and supplier engagement would generally become clearer following that appointment.
