1,700MWh changes the project.
PCL is back — but this is not the same Bulli Creek.
Genex Power has executed a new Early Contractor Involvement agreement with PCL Construction for Bulli Creek 1, the first stage of the broader up to 2.5GW Bulli Creek Clean Energy Park about 45 kilometres south-west of Millmerran.
The important part is not simply that PCL has returned. The project PCL is helping to optimise is materially different from the earlier Bulli Creek Stage 1. What was previously a 775MW standalone solar proposal is now a hybrid first stage comprising 300MW solar PV plus a 425MW / 1,700MWh four-hour battery energy storage system.
Genex says the ECI phase will focus on design optimisation, delivery methodology, construction planning and commercial readiness, helping position BC1 for a targeted final investment decision and construction commencement in CY2028.
PCL had previously been positioned as preferred EPC contractor for the older solar-heavy configuration. The delivery story centred on large-scale solar generation and its associated civil, module, tracker and electrical systems.
The solar component is smaller, but the four-hour battery introduces a much larger storage, HV, controls, fire-safety, fixed-equipment and commissioning layer.
The number that changes the delivery story is 1,700MWh
The new configuration changes economics, grid behaviour and construction complexity at the same time
Genex says BC1 was reconfigured to better align with changing Queensland market conditions and reduce project risk. The revised configuration received formal endorsement in April 2026.
The battery adds the ability to store renewable energy and dispatch it later, rather than relying only on real-time solar output. Genex also says the project is intended to provide system-strength capability to the grid.
For BBI readers, that is the commercial reason the contractor market should look at Bulli Creek differently: the project is now as much about electrical infrastructure, storage integration and grid performance as it is about building a solar field.
Open the Bulli Creek switchboard
The earlier 775MW standalone solar concept has been replaced by 300MW solar plus a 425MW / 1,700MWh BESS. Genex says the shift is intended to better match changed Queensland market conditions and lower project risk.
Genex says PCL will work collaboratively on project design, delivery methodology, construction planning and commercial readiness. PCL’s previous work on the older Bulli Creek configuration gives it existing knowledge of site conditions and earlier delivery planning.
A 425MW / 1,700MWh BESS introduces fixed-equipment foundations, container or enclosure systems, power conversion, transformers, switchgear, controls, communications, fire systems, thermal management, protection and integrated commissioning.
That is a major reason the construction target shifted to CY2028. The project may have land and existing approvals in place, but the revised hybrid configuration still needs to advance through grid, design, commercial and investment gates before full construction mobilisation.
Genex’s project page states that BC1 will prioritise local content during construction and operations. For regional firms, the pre-FID window is therefore relevant for capability registration, head-contractor engagement and positioning ahead of package release.
PCL’s ECI sits in the middle of a much bigger gate sequence
The 1,700MWh BESS is where Bulli Creek broadens beyond the traditional solar contractor market
Solar still carries a substantial construction footprint: earthworks, access roads, piling, tracker systems, modules, DC collection, inverters, MV reticulation and field commissioning.
But the BESS creates a second construction ecosystem around battery foundations, power-conversion systems, transformers, high-voltage switchgear, protection, SCADA, fire systems, communications, heavy logistics and integrated commissioning.
That means BC1 can ultimately touch a much wider supplier base than the earlier standalone-solar configuration — particularly electrical, controls, grid, safety and specialist energy-storage firms.
Where is the contractor signal strongest today?
Capability areas worth watching as BC1 matures
Stage 1 is only the first move in a much larger precinct
The local-content story should be watched before construction, not after it starts
Genex’s current BC1 project page states that the project will prioritise local content during construction and operations. Genex is also committing up to $500,000 toward redevelopment of Domville Place in Millmerran as part of its wider community-benefits program.
For businesses across Millmerran, Toowoomba, the Western Downs and southern Queensland, the practical opportunity is to become visible to the project and its delivery partners while design and package strategy are still being refined.
The next 12–24 months are more likely to be defined by decisions than excavators
Genex says the revised project configuration required the grid process to restart, which moved the target construction start to CY2028.
That means the near-term signals BBI would watch are grid milestones, design maturity, BESS integrator selection, HV equipment strategy, commercial structure, final package boundaries and FID.
For suppliers, those decisions matter because they determine who buys what, how early long-lead equipment is ordered, whether PCL converts from ECI into the final delivery model and when downstream subcontracting can realistically accelerate.
What is confirmed — and what should not be overstated?
- Bulli Creek Clean Energy Park has planned / approved capacity of up to 2.5GW on the current project page.
- BC1 is proposed as 300MW solar plus 425MW / 1,700MWh BESS.
- The BESS is approximately four hours in duration based on the announced power and energy ratings.
- The project is approximately 45km south-west of Millmerran.
- Genex says land tenure arrangements and existing local and Commonwealth approvals are in place.
- PCL Construction has entered a new Early Contractor Involvement agreement for BC1.
- PCL had previously been positioned as EPC contractor for the older 775MW solar configuration.
- Genex and PCL will work on design, delivery methodology, construction planning and commercial readiness.
- The revised configuration required the grid process to restart.
- Genex is targeting FID and construction commencement in CY2028.
- Genex says BC1 will prioritise local content during construction and operations.
- Grid-connection progress for the revised hybrid configuration.
- FID timing and final financing / commercial structure.
- Whether PCL converts from ECI into the final EPC or another principal delivery role.
- Final BESS technology and system-integrator selection.
- Transformer, inverter, PCS and HV equipment strategy.
- Fire-safety and battery-block design.
- Construction package breakdown and subcontracting sequence.
- Long-lead procurement timing.

- Final design and sequencing of Stages 2–4 across the wider precinct.
The ECI is the milestone. The storage-led redesign is the real story.
Bulli Creek 1 is one of those projects where the number attached to the battery tells you more than the solar capacity. A 1,700MWh storage block is large enough to materially alter the project’s electrical architecture, equipment strategy, commissioning complexity and grid value.
The move from 775MW standalone solar to 300MW solar + 425MW / 1,700MWh BESS therefore changes far more than the headline capacity. It changes how energy is dispatched, which long-lead assets matter, which specialist contractors are needed and what has to be proven before the project is bankable.
PCL’s return under ECI is commercially important because it provides construction input during that redesign phase. But BBI would still separate ECI participation from a final construction award. The contractor market should watch for the next progression: design maturity, equipment selections, grid milestones, FID and then confirmed package releases.
For suppliers, the opportunity is not “1,700MWh of batteries” in isolation. It is the full system that has to be built around them.
The answer says a lot about where the real construction bottleneck may sit in a four-hour solar-and-storage project of this scale.
